Laguna Niguel, Orange County
Laguna Niguel was planned in 1959, one of the first master-planned communities in California, on about 7,000 acres of ranch land laid out by the firm of architect Victor Gruen. It became a city in 1989. Its most recognizable building has long been the Ziggurat, a stepped concrete office block built for an aerospace company in 1971 and later used by federal agencies.
